At the heart of the agreement is a new data-sharing platform known as the Telecom Identity Risk Management System (TIRMS), which gives banks real-time access to critical telecom data. <span class=\"\" data-state=\"closed\"><\/span><\/p>\n\n\n\n<p>Through this system, financial institutions can instantly check whether a phone number involved in a transaction has been recently swapped, recycled, disconnected, or flagged for fraudulent activity. This addresses a long-standing vulnerability in Nigeria\u2019s banking system, where fraudsters often exploit SIM swaps or recycled numbers to gain unauthorized access to customer accounts.<br>Industry data shows that electronic fraud in Nigeria has become increasingly sophisticated, with criminals leveraging weaknesses in mobile identity systems. The new framework is designed to close that gap by adding a verification layer before transactions are completed. By doing so, banks can detect high-risk numbers early and prevent fraudulent transfers.<\/p>\n\n\n\n<p>CBN Governor Olayemi Cardoso described the agreement as a critical move to reinforce trust and stability in the financial system, noting that digital payments depend heavily on secure and reliable telecom infrastructure. Similarly, NCC Executive Vice Chairman Aminu Maida emphasized that stronger regulatory collaboration is essential as mobile numbers become central to identity and financial access in Nigeria.<\/p>\n\n\n\n<p>Beyond fraud prevention, the partnership also focuses on improving consumer protection and service delivery. The MoU establishes joint committees to oversee payment systems, resolve disputes, and ensure faster handling of issues such as failed transactions or airtime purchases.<\/p>\n\n\n\n<p>Experts believe the agreement could significantly boost confidence in digital banking, especially as Nigeria continues to push for greater financial inclusion and cashless transactions.
