The policy, which requires foreign travellers to obtain an e-visa before entering the country, has raised questions about the cost of movement for workers, businesses and professionals operating across the region.

South Sudan is an important destination for workers from neighbouring East African countries, particularly Kenya and Uganda. Thousands of professionals, traders, contractors and informal workers depend on cross-border movement to earn a living, support families and participate in the region’s growing commercial networks. For many of these workers, additional travel costs could make cross-border employment more expensive and less attractive.

The $50 fee may appear modest to some international travellers, but it can represent a significant financial burden for workers who travel frequently or earn relatively low incomes. Unlike tourists who may visit once, migrant workers and business operators often need to cross borders repeatedly. The cumulative cost of visa fees could therefore become a major barrier to labour mobility.

The policy also comes at a time when East African countries are seeking to deepen regional integration. The East African Community (EAC) has promoted the free movement of people, labour and services among member states as part of efforts to create a more integrated regional economy. Although South Sudan is an EAC member, the introduction of additional entry costs could complicate efforts to make cross-border movement easier.

For businesses, the implications could extend beyond individual workers. Companies operating in South Sudan often rely on regional talent, especially in sectors such as construction, telecommunications, financial services, logistics and professional consulting. Higher mobility costs could increase the cost of hiring foreign workers and potentially make some projects more expensive.

There are also concerns that the e-visa requirement could create administrative challenges. Workers and employers may face delays, uncertainty or additional paperwork when travelling for short-term assignments. For businesses that depend on rapid movement across borders, such obstacles could affect productivity and investment decisions.

However, South Sudan may argue that visa fees are necessary to strengthen immigration management and generate revenue. As the world’s youngest country continues to develop its institutions, authorities may view digital visa systems as a way to modernise border administration while improving oversight.

The larger question is whether the policy can be implemented without undermining regional integration. East Africa’s economic ambitions depend heavily on the ability of people, skills and capital to move efficiently across borders.

If the $50 e-visa requirement remains broadly applicable, policymakers may need to consider exemptions, reduced fees or special arrangements for regional workers and frequent travellers. Without such measures, a policy intended to improve immigration management could unintentionally create another obstacle to the labour mobility that East Africa needs to achieve sustainable economic growth.

South Sudan’s introduction of a $50 electronic visa fee has sparked concerns over the future of labour mobility and regional economic integration in East Africa.
