He joins Africa50 from the International Finance Corporation (IFC), where he served as Regional Director for North Africa and the Horn of Africa.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sylla has also held senior positions at ContourGlobal and the Islamic Corporation for the Development of the Private Sector. His experience spans Africa, the Middle East and Europe, giving him exposure to both public and private-sector infrastructure development.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">His new role comes as Africa50 seeks to expand the number of infrastructure projects that move from early concepts to bankable investments. The Project Development Fund develops investment-ready projects by working with governments, private developers and financial institutions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Since its inception, Africa50\u2019s Project Development business has originated and screened 121 opportunities and catalysed $370 million in third-party equity and quasi-equity commitments.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That project-development capability is particularly important because Africa\u2019s infrastructure challenge is not simply a shortage of capital. Many potentially transformative projects struggle to attract financing because they are not sufficiently developed, structured or de-risked for investors.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sylla\u2019s mandate will therefore involve helping turn government priorities and infrastructure concepts into projects capable of attracting institutional and private capital.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At the same time, Africa50 is increasing its firepower in distributed renewable energy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The organisation has signed a Limited Partnership Agreement for its DRE Fund, securing $71 million in commitments from the International Solar Alliance (ISA), Nigeria\u2019s Sovereign Investment Authority (NSIA) and the World Bank Group. The fund is targeting a total size of $200 million.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The fund will provide equity financing to distributed renewable energy companies operating across several areas, including commercial and industrial solar, clean cooking, electric mobility, mini-grids and standalone solar systems.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This approach reflects a broader shift in Africa\u2019s energy strategy. While large-scale power projects remain important, decentralised technologies can reach communities and businesses that traditional electricity grids struggle to serve. Solar systems, mini-grids and other distributed solutions can also be deployed incrementally, allowing investment to follow demand.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Africa50 has previously worked with ISA, NSIA and Sustainable Energy for All on a broader DRE Africa Platform designed to mobilise capital for distributed renewable energy. The initiative aligns with Mission 300, the effort led by the World Bank and African Development Bank to connect 300 million people in Africa to electricity by 2030.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The $71 million commitment is therefore more than an initial pool of investment. It is intended to demonstrate that distributed energy businesses can attract institutional capital while creating a pathway toward the fund\u2019s $200 million target.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Together, the leadership appointment and new energy financing highlight Africa50\u2019s broader strategy: develop stronger projects, reduce investment risks and mobilise larger pools of capital.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">With Sylla leading project development and the DRE Fund building financing capacity for decentralised energy, Africa50 is positioning itself to tackle two sides of Africa\u2019s infrastructure challenge\u2014creating investable projects and ensuring the capital exists to build them.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Africa50 is strengthening its push to close Africa\u2019s infrastructure and energy gaps with two major developments: the appointment of Cheick-Oumar Sylla as CEO of its Project Development Fund and a $71 million commitment to its Distributed Renewable Energy (DRE) Fund.
