While leading AI executives in Silicon Valley are increasingly concerned that the technology is advancing faster than safety systems can keep up, many African countries are still working to build the basic infrastructure needed to participate meaningfully in the AI economy.

Anthropic CEO Dario Amodei recently called for the industry to “pace the frontier,” arguing that AI capabilities should advance at a rate that gives safety measures, evaluations and governance enough time to catch up. He said the concern is not to stop AI development, but to slow the pace of capability improvements while companies strengthen safeguards and independent testing.

Amodei’s proposal comes as frontier AI companies grapple with increasingly capable systems, including models that can perform complex tasks with greater autonomy. His plan includes embedded third-party evaluators inside AI companies, stronger coordination among developers and international cooperation on major risks.

Africa, however, faces a different challenge. For much of the continent, the immediate issue is not whether AI development is moving too quickly, but whether there is enough infrastructure to support widespread AI adoption at all.

The International Monetary Fund says Sub-Saharan Africa has significant AI potential, but reliable electricity, internet access, computing capacity and digital skills remain major constraints. The region has the lowest level of AI preparedness among the regions measured by the IMF, while about half of its population lacks reliable electricity.

Data-centre capacity illustrates the gap. Africa has roughly 160 data centres, representing about 5.5% of global installations, according to IMF research. Capacity is also concentrated in a few markets, particularly South Africa, Nigeria and Kenya. (IMF eLibrary) Other industry estimates put Africa’s share of global data-centre capacity considerably lower, highlighting how different definitions and measurements can produce different figures.

This creates an unusual contrast. In advanced AI markets, companies are debating whether frontier models should be developed more slowly. In Africa, governments, startups and researchers are still trying to secure affordable compute, reliable electricity, connectivity and access to advanced models.

Yet the two conversations are connected. Africa does not simply need faster access to AI; it needs access that is safe, affordable and useful for local economies. Building data centres, expanding renewable energy, improving broadband and developing local technical talent could allow African countries to benefit from AI while participating in discussions about how the technology should be governed.

The challenge, therefore, is not choosing between acceleration and slowdown. Africa’s opportunity lies in building the infrastructure and skills to participate in the AI frontier while ensuring that safety and governance develop alongside adoption.

For the continent, reaching the AI frontier may be the first challenge. Making sure that frontier works for African users could be the next.

Artificial intelligence is entering a new phase of debate.
