South Africa and Huawei have entered into a strategic cooperation agreement aimed at accelerating the country’s digital transformation through the adoption and advancement of artificial intelligence (AI) and related innovations. This landmark partnership was formalized during the 2024 ITU World Telecommunication Standardization Assembly (WTSA) held in Cape Town. The agreement is set to strengthen South Africa’s position as a key technology hub in Africa and deepen its relationship with one of the world’s leading ICT companies.
At the heart of the agreement is a shared vision to foster inclusive, sustainable digital growth through innovation, AI development, and capacity building. The South African government emphasized its commitment to leveraging cutting-edge technologies to boost national development, enhance service delivery, and create employment opportunities. Huawei, with its global technological expertise and presence in South Africa for over two decades, has pledged to support South Africa in building digital infrastructure, training local talent, and enhancing cybersecurity frameworks.
A core component of the agreement focuses on AI innovation. Both parties recognize the transformative potential of AI in areas such as education, healthcare, agriculture, transportation, and public administration. As part of the deal, Huawei will work closely with South Africa’s Department of Communications and Digital Technologies to develop and deploy AI-based solutions that address socio-economic challenges. These solutions will be tailored to local contexts and aimed at improving efficiency, equity, and service accessibility across sectors.
The partnership also includes the development of research and development (R&D) hubs, digital innovation labs, and skills training programs. Huawei will provide technical support and funding to nurture homegrown talent through initiatives such as the Huawei ICT Academy and Seeds for the Future program. These initiatives aim to equip thousands of young South Africans with essential digital and AI skills, preparing them for the future job market and supporting local innovation ecosystems.
South Africa’s Minister of Communications and Digital Technologies, Mondli Gungubele, hailed the agreement as a significant step toward digital sovereignty and innovation-led growth. He highlighted the importance of public-private partnerships in achieving the goals of South Africa’s National Digital and AI Strategy, which outlines the country’s roadmap to becoming a globally competitive, inclusive digital economy.
On Huawei’s part, the company reaffirmed its long-term commitment to Africa’s digital progress. It emphasized the importance of open collaboration and responsible AI development, ensuring that technological progress benefits all segments of society. Huawei also expressed readiness to help South Africa align with global standards and best practices in the AI space.
