The NETP is designed to leverage telecommunications to improve the country’s disaster risk management.
The Government of Namibia has unveiled two major initiatives aimed at accelerating the nation’s digital transformation and strengthening disaster preparedness: the National Digital Strategy (NDS) and the Emergency Telecommunications Plan (ETP).
The NDS sets out a roadmap to harness digital technologies for socio-economic growth, improve service delivery, and promote digital inclusion. It focuses on expanding broadband infrastructure, enhancing digital skills, fostering innovation, and enabling e-government services. The strategy emphasizes bridging the digital divide, particularly in rural and underserved communities, ensuring all Namibians can participate in the digital economy.
Aligned with the country’s Vision 2030 and the Fourth Industrial Revolution (4IR) ambitions, the NDS seeks to create a digitally-enabled economy that drives competitiveness, productivity, and sustainable development. The plan also underscores the importance of cybersecurity, data protection, and supportive policy frameworks to attract investment and innovation.
The Emergency Telecommunications Plan complements these efforts by ensuring resilient communication systems during disasters or emergencies. It outlines mechanisms for rapid deployment of communication tools to support emergency services, coordinate relief efforts, and maintain information flow to the public. This includes leveraging satellite, mobile, and radio networks to restore connectivity swiftly when regular systems are disrupted.
Together, the NDS and ETP demonstrate Namibia’s commitment to leveraging technology for development and resilience. By integrating long-term digital transformation goals with robust emergency communication capabilities, the government aims to protect lives, strengthen the economy, and position the country as a regional leader in digital innovation and disaster management.
The launch was attended by key government officials, industry stakeholders, and development partners, who pledged support for implementation. These initiatives mark a significant step toward a connected, inclusive, and disaster-resilient Namibia.
