The Government of Jordan has unveiled its National Digital Transformation Strategy for 2026–2028, a comprehensive roadmap aimed at accelerating the country’s transition into a fully digital economy and enhancing public service delivery. This strategy builds on prior digital initiatives while addressing emerging technological, economic, and social challenges.
The strategy’s primary goal is to position Jordan as a regional leader in digital governance, innovation, and ICT-driven economic growth. It focuses on improving infrastructure, advancing e-government services, strengthening cybersecurity, and fostering an enabling environment for entrepreneurship and the private sector. Core objectives include expanding high-speed internet access nationwide, integrating artificial intelligence (AI) and big data into government operations, and developing interoperable platforms that enhance service efficiency and accessibility.
A central pillar of the plan is improving digital inclusion by ensuring all citizens, including those in remote areas, have access to reliable internet and essential digital tools. Special programs will target youth, women, and marginalized communities, offering digital literacy training and promoting participation in the digital economy. Additionally, the strategy emphasizes collaboration with universities and research institutions to drive innovation and create a skilled workforce aligned with market needs.
Cybersecurity and data privacy are major priorities, with the government pledging to enhance legal frameworks, establish stronger regulatory oversight, and invest in national cyber defense capabilities. The strategy also includes partnerships with international organizations and tech companies to bring in expertise, funding, and best practices.
By 2028, Jordan aims to have all key public services available online, fully interoperable government systems, widespread adoption of e-signatures, and a thriving digital startup ecosystem. The government anticipates that the strategy will not only improve service delivery and transparency but also attract foreign investment, create high-value jobs, and boost GDP growth.
This initiative reflects Jordan’s recognition that digital transformation is essential for sustainable development, competitiveness, and resilience in a rapidly evolving global economy. The strategy sets measurable targets and timelines, ensuring accountability and progress tracking over the three-year implementation period.
