Nigeria is taking a bold step toward regulating artificial intelligence (AI) with a new bill that proposes mandatory registration and licensing for AI developers, companies, and users. The proposed legislation aims to establish a legal framework that ensures the ethical use, accountability, and transparency of AI technologies within the country.
The bill, currently under review by the National Assembly, seeks to create a National Artificial Intelligence Development and Regulation Agency (NAIDRA). This agency would be responsible for overseeing AI-related activities, issuing licenses to developers and users, and ensuring that AI applications align with national interests, data protection laws, and international best practices.
Under the proposed framework, all individuals and organizations developing or deploying AI systems in Nigeria will be required to register their solutions with the agency. This registration process is expected to include safety assessments, algorithmic transparency checks, and data usage disclosures. Unregistered AI use or development could attract penalties or suspension of operations.
Lawmakers argue that the bill is necessary to prevent potential misuse of AI, including misinformation, discrimination, and privacy violations. They also believe that clear regulation will help build trust, attract foreign investment, and promote innovation in sectors such as healthcare, education, and fintech.
However, industry experts have raised concerns that the bill could overregulate the sector, stifling startups and small developers with heavy compliance requirements. They suggest a more flexible approach that encourages innovation while maintaining accountability.
If passed, Nigeria would become one of the first African nations to introduce a comprehensive AI regulatory framework, setting a precedent for responsible AI development across the continent.
