Once governments adopt artificial intelligence systems, the question of control becomes complex and layered. It is not accurate to assume that a single actor—whether political leaders, engineers, or private companies—holds complete authority. Instead, control is distributed across several groups, each shaping how AI is designed, deployed, and governed.
At the top level, elected officials and government agencies set the legal and policy frameworks that determine how AI systems can be used. They pass regulations, define ethical standards, and allocate funding. In theory, this gives governments ultimate authority. However, their control is often indirect because they rely heavily on technical experts to interpret what AI systems can and cannot do.
Engineers and developers play a crucial role in shaping AI behavior. The systems themselves are built on datasets, algorithms, and design choices made by technical teams, often within private companies or contracted organizations. These decisions influence how AI systems make predictions, what biases they may carry, and how transparent or opaque their processes are. As a result, technical creators exercise significant practical control, even if they are not the final decision-makers.
Private companies also retain influence, especially when governments depend on externally developed AI tools. Many advanced AI systems are built by large technology firms, which may license their products to public institutions. In such cases, companies can shape capabilities through updates, restrictions, or pricing models. This creates a shared control dynamic where governments do not fully “own” the systems they use.
Oversight bodies, including courts, regulatory agencies, and independent watchdog organizations, form another layer of control. They review how AI is used, investigate misuse, and enforce accountability. Their role becomes particularly important in democratic systems, where checks and balances are designed to prevent abuse of power.
Finally, the public itself exerts indirect control. Through elections, public discourse, and activism, citizens can influence how governments adopt and regulate AI. Public pressure has already led to changes in areas such as surveillance, facial recognition, and data privacy.
Control over AI in government settings is shared, negotiated, and sometimes contested. This distributed model can be beneficial, as it prevents any single entity from having unchecked authority. At the same time, it creates challenges in accountability, since responsibility may be diffused across multiple actors.
